Court documents state that the accused Phoenix nurse abused several patients

Court documents say 52-year-old Nicolae Horga assaulted a patient at an unnamed Phoenix care facility on March 19.

PHOENIX – An 87-year-old woman was forced to give oral sex to a caregiver in Arizona.

Court documents say 52-year-old Nicolae Horga assaulted a patient at an unnamed Phoenix care facility on March 19. Horga was caught red-handed by another nurse.

The graphical behavior took place in the victim’s bathroom. Paperwork noted that the woman with dementia was sitting on the bathroom while Horga pushed his hips into her face.

AARP’s State Director Dana Kennedy is disgusted with the details. As an advocate for our weakest, she says these stories are heartbreaking and that more laws are needed to protect these type of patients.

“That was the time they were caught. So we need to look at more laws. There are some laws where you can actually use cameras and families are able to monitor what’s going on in those facilities,” said Kennedy.

Kennedy and other advocates of Arizona’s Most Vulnerable People continue to advocate better protection for patients with assault and sexual abuse.

“In the case of the hacienda, where the woman was repeatedly raped and the evidence was her baby, she gave birth to a full-time baby,” she added.

Since that incredible case in January 2018, Governor Doug Ducey formed a Vulnerable Adult Task Force to prevent these crimes. However, as Kennedy noted, the pandemic pushed families out of care facilities to keep everyone safe from the virus.

“The past year has essentially locked out patients and families,” she said.

New guidelines now stipulate that family members may return to care facilities without question.

“Families are able to reach their loved ones, they cannot be denied access to their loved ones,” said Kennedy.

While this may help calm the mind for some, it does not change the damage that has been done in this most recent case. Horga is charged with sexual assault and has to adhere to strict release conditions. His next court date is March 25th.
