Report, Video Released On Shooting That Left 9 Officers Injured

PHOENIX, AZ — The Phoenix Police Department on Friday released a report and video from the Feb. 11 shooting that left the suspected shooter and his ex-girlfriend dead and nine officers injured.

The video contains footage of several officers being shot and might be upsetting for some viewers.

The shooting is being investigated both criminally and internally, Sgt. Andy Williams said in the video. The Maricopa County Attorney’s Office will ultimately determine if any officers will be charged.

The suspected shooter Morris Jones, 36, died from a self-inflicted gunshot wound, according to police. He and his ex-girlfriend Shatifah Lobley, 29, were both found dead inside the home, according to police. Police said they believe that Jones shot Lobley. Their one-month-old baby was rescued from the scene.

The video begins with the 911 call made at 2:10 am from the house near 54th Avenue and Elmwood Street.

Two men can be heard on the call. Police believe they were Morris and Lobley’s brother.

One of the men says there was an intruder who shot his wife.

“Baby, wake up,” he says.

He then tells the dispatcher that three men had broken into the home, all of them with weapons. This was not true, according to police.

When the first officer arrived on scene, through his body camera footage, Jones can be seen in the doorway of the house, waving the officer to the door and telling him to come inside.

Morris then shoots at the officer multiple times and the officer falls to the ground and runs away as he shouts into his radio that he’s been shot.

Another officer who had just arrived on scene shoots at Morris as Morris closes the door to the house, just after shooting at the first officer.

More officers arrived on scene, and then police said Jones went outside to a small, fenced side yard area and shot into the air, toward a police helicopter.

Police said that Morris then got into a vehicle in the garage at the back of the house and tried to drive away, but was blocked by a police vehicle.

Jones then closed the garage door.
A few minutes later Lobley’s brother can be seen on video, opening the front door while holding a baby. He puts the baby down after police tell him to, and walks backward toward the officers.

They handcuff him as another group of officers go toward the house to get the baby. Police said that Jones then shot at them through the open door from the top of the stairs, hitting several of them, which can be seen on the video. The officers flee, leaving the baby at the door. Bullet fragments that ricocheted off the ground hit other officers, as well as Lobley’s brother, police said.

One officer who seemed to fall or bend down and then run from the house can be heard saying, “I’m shot.”

A police special assignment unit later used armored vehicles and shields to rescue the baby, who can be seen in the video wearing a polka dot onesie and crying.
Around 10 minutes later Jones shot at and hit an armored vehicle, police said. Negotiators then tried to convince him to come outside, calling and texting telling him they were trying to save his life, according to police and the video.

Police then launched gas rounds into the house to try to get him to come outside. When there was no response, police went inside the house where they found him dead from a gunshot wound that police said was self-inflicted. Lobley was found dead inside the home as well.

Four officers suffered significant injuries in the shooting and five others had minor injuries, according to police. All of them have since been released from the hospital, police said.
