Letter to the Editor: Q3 shows support for changing the NCC Zone | Letters
Friends of Flagstaffs Future (F3) supports the Neighborhood Community (NCC) change discussed at the April 27th Flagstaff City Council meeting. This zoning reflects the tough community discussions that have been going on since the construction of the first six-story student housing project in the Community Commercial (CC) zoning.
F3 believes it is important to make decisions about housing construction based on what local residents expect from them. The desire for lower building heights (45 ‘) in three older neighborhoods is outlined in the High Occupancy Housing Plan and the Southside Community Plan.
The NCC zoning responds to lessons from our community. F3 believes that neighborhoods are the backbone of resilient community life and that zone codes must benefit neighborhoods. The NCC zoning does just that: it gives residents local control over what these neighborhoods will look like in the future. Residents have the right to explore where lower building heights fit the unique character and vision of each neighborhood.
The NCC zoning provides a lower option for the maximum height in the books and allows for a future public process that can change the zoning in all or some of three boroughs.
The limited reallocation allows Flagstaff to continue to achieve the same density as the core of the city and has no impact on our CO2 neutrality goals. There is still no evidence that large-scale development will alleviate affordability problems. The importance of the NCC zone is to provide residents with a tool for determining the integrity and character of their neighborhoods.
