Phoenix police arrest suspect after deadly shooting outside Roosevelt Row bar, second homicide in downtown arts district this week

Phoenix police arrested 23-year-old Jose Garcia on a second-degree murder charge in connection with a deadly shooting April 27 near 2nd Street and McKinley Street, about a block from Roosevelt Row in downtown Phoenix. Officials said Garcia is the only suspect in the killing of 26-year-old Jiehiason Lane, who died after being shot near the arts district’s nightlife area.

The shooting occurred shortly after midnight on April 27 near the intersection of 2nd Street and McKinley Street, about a block from Roosevelt Row, a well-known arts and nightlife district in downtown Phoenix, according to Phoenix Police. Authorities reported that 26-year-old Jiehiason Lane was shot in the area and later died at a hospital from his injuries. Initial statements from Sgt. Brian Bower indicated that the suspect had left the scene before officers arrived.

Jose Garcia, 23, was taken into custody following an investigation into the incident, officials said.

He was booked on a charge of second-degree murder in connection with Lane’s death. Police confirmed that no other suspects are being sought in the case at this time. Detectives are continuing to gather evidence, including potential cell phone video of the shooting, and have urged witnesses to come forward. The department is also encouraging anonymous tips through its Silent Witness program, which offers a cash reward for information leading to an arrest or assisting the investigation.

The April 27 homicide is one of two recent shootings reported in the downtown Phoenix arts district. Earlier in the same period, police responded to a separate late-night shooting near 5th Street and Roosevelt Street, where a woman and a teenage boy were injured but survived. That incident occurred around 11:30 p.m. on a different date, and police said the suspect fled before officers arrived. No arrests have been reported in that case, and authorities have requested assistance from the public to provide any relevant information.

Phoenix Police have not released further details about Lane’s background or his relationship to Garcia. They also have not disclosed whether additional charges are pending against Garcia, who remains in custody. According to available records, second-degree murder charges in Arizona typically involve an intentional killing without premeditation, but specific legal arguments will be determined through court proceedings.

The investigation into the April 27 shooting remains active. Police have emphasized the importance of community cooperation, particularly in providing video footage or witness statements that may clarify the circumstances surrounding the incident. Sgt. Bower and other officials stated that detectives have worked “tirelessly” to establish probable cause and secure the arrest.

The downtown Roosevelt Row area is a bustling corridor known for its arts venues and nightlife, and the recent violence has drawn attention from law enforcement. However, police have reassured the public that the suspect in the fatal shooting is in custody and that no other individuals are currently being sought in connection with the case.

Future developments, including court appearances and any additional charges, will proceed through the Maricopa County court system. Police continue to investigate and have not released further information about the motive or events leading up to the shooting.
