Following an intensive investigation that lasted through the weekend and into Monday, detectives identified 22-year-old Keon Joubert as the sole shooter, the Phoenix Police Department confirmed.
According to Phoenix police, the shooting was preceded by a fight outside a club, during which the suspect briefly left the area before returning and opening fire into the crowd. The male victim’s injuries were severe enough to prompt the homicide unit’s involvement, police stated.
Joubert, described as a prohibited possessor of firearms, was taken into custody Monday afternoon, Dec. 29, 2025, after detectives located and arrested him, officials said. Police confirmed no additional suspects are believed to be involved in the shooting.
Joubert was booked on multiple felony charges, including aggravated assault, according to police records. The booking process was underway Monday evening as investigators continued to work on the case. The arrest followed around-the-clock detective work that led to Joubert’s identification as the individual responsible for the shooting, police officials said.
The Phoenix Police Department released an official statement confirming the details of the shooting and arrest. The statement noted that the incident occurred in a crowded area outside bars on 1st Street between Central Avenue and Washington Street. It also confirmed that the investigation remains active and that the homicide unit is overseeing the case due to the critical condition of the male victim.
The shooting incident underscores ongoing concerns about violence in the downtown entertainment district, which attracts large crowds on weekend nights.
